The FDA user fee reauthorization bill’s swift cruise through Congress did not appear to translate into signing speed upon arrival at the White House.
After waiting nearly the entire 10-day period allowed (excluding Sundays) to approve or veto, President Obama gave a quick notice July 9 that he signed the bill. It appeared to be more of an afterthought after Congress trumpeted it as an achievement several days earlier.
The unassuming announcement likely was not the type of signal stakeholders and FDA were expecting for legislation that will generate billions in needed agency funding and create systems expected to speed more drugs to market over the next five years.
The White House buried it in a short press release below statements that Obama had signed two other bills: one exempting church pension plans from some Securities and Exchange Commission regulations and another making technical changes to the District of Columbia code to allow development of the Southwest Waterfront.
