The bill would expand the market for pharmaceuticals in a number of ways, including:
1) Mandating coverage for all Americans and requiring that the core benefits of all plans include prescription drug covering.
2) Expanding the Medicaid program to include everyone up to 133 percent of the federal poverty level, with the federal government picking up the tab for the extra coverage.
3) Phasing out the coverage gap in the Medicare Part D prescription drug program over 15 years, starting with a reduction in the size of the donut hole to only $500 in 2011.
